Charles can give the Garter to whomever he likes. Unlike other honours the Garter and the Thistle are within the personal gift of the Sovereign and not the honours committee.
I would suggest that the one of Charles was started by an artist and then his five year old was let loose and he couldn't be bothered to clean up the mess. It does look like a lot I have seen done by Kindergarten kids - a bit of a picture and then one colour thrown or painted over the rest.

Officially, according to the CC, only William and the Gloucesters attended. The late Queen always included the York princesses in the CC when they attended with/for her but Charles is adamant that only working royals will get any credit in the CC it seems.
Maybe it is a 'wait and see' how he is on the day itself raising than saying he will be there definitely and having to pull out.
If there is an event in London e.g. a memorial service at a small chapel say at Wellington Barracks I can see him attending that but it not being published in advance.
